捜査におけるdecoyは、敵を欺いて引きつけるための人や物のことで、鴨の模型のデコイから来ています。
Lieutenant ＜人名＞ was sent to ＜国名＞ as a decoy. （NCIS 11-1）
＜人名＞大尉はおとり捜査官として＜国名＞に送られた。
えさ（bait）も似ていて、おとりと同じように使われることもありますが、車をすり替えて本物でない方を追わせるような場合は、decoyの方が使われるようです。
また、引きつける場合だけでなく、パッと見てわからないような偽物を用意する場合や、本物を多数の偽物に紛れさせて突き止めにくくする場合にもdecoyが使われます。

But let's say, a third watch is put on the market.
More expensive, but no tachometer.
Most buyers will gravitate toward the original, higher-end product, regardless of their prior preference.
So, that third watch is the decoy.
より高価格で機能は低めの時計Cがdecoyとして並んでいると、高価格・高機能な時計Bがより魅力的になる＝売れやすくなるというわけです。
おとり捜査に応用すると、パトロールや検問場所を避けられる、犯人にとって都合がよくなる場所を作ると魅力を上げることになります。
